The Higher Education Council Decides to Cancel the Comprehensive Exam

First: The Higher Education Council, in its session recently held under the chairmanship of the Minister of Higher Education and Scientific Research, Prof. Dr. Azmi Mahafzah, decided to cancel the comprehensive exam conducted by Al-Balqa Applied University for all diploma students who complete the requirements of the approved study plan for the Intermediate Diploma degree, effective as of 16-2-2026.

Second: With regard to bridging to the Bachelor's degree, whether in the parallel program at public universities, or at private universities, or university colleges, this shall be in accordance with the following:
• The student’s cumulative GPA at the community college shall be adopted, according to the list of corresponding specializations approved by the Higher Education Council, provided that the student’s cumulative GPA is not less than (70%) for bridging in Engineering and Veterinary Medicine specializations, and (68%) for bridging in the remaining specializations.
• Students who passed the comprehensive exam in previous years are permitted to bridge in the parallel program at public universities, or at private universities, according to the student’s cumulative GPA at the community college, or their score in the comprehensive exam in accordance with the prescribed averages.

Third: With regard to bridging to the Bachelor's degree in the regular program at public universities, the bridging process shall be limited to students who obtained the Intermediate University Degree in the current year only, and shall be carried out in accordance with the following:
• For the purposes of achieving justice and equal opportunities among students, all public and private universities/colleges that grant the Intermediate Diploma degree shall commit to listing the names of the top five percent of students in each specialization once per year (during the month of August) of each year, after students complete the graduation requirements in all semesters (first + second + summer) for that year, and to provide the Unified Admission Coordination Unit with these names, provided that the student’s cumulative GPA is not less than (70%) for bridging in Engineering and Veterinary Medicine specializations, and (68%) for bridging in the remaining specializations.
• The Higher Education Council, through the Unified Admission Coordination Unit, shall conduct a general admission exam for the top five percent of students nominated by their universities/colleges and who wish to submit applications for bridging to the seats allocated to them by the Higher Education Council in the regular program at public universities. They shall be admitted competitively according to their scores in the admission exam, with emphasis on adhering to the list of corresponding specializations approved by the Higher Education Council.
